Charles B. Webster Jail Overview
The Richmond County Sheriff's Office Jail Division identifies Charles B. Webster Detention Center as the campus that supervises the county inmate population. The jail is operated by RCSO at 1941 Phinizy Road in Augusta and is treated in the research as the primary county detention facility. It holds pretrial detainees, local jail inmates, people waiting for release or transfer, and male and female inmates who remain in Richmond County custody. The Jail Division also handles classification, transport, front-desk duties, and a processing center that receives and releases inmates around the clock.
RCSO describes the Phinizy Road campus as a maximum-security detention center on about 50 acres within a secure perimeter fence. Current local jail copy should use the RCSO figures before older staff-directory figures: the Jail Division page reports an FY2024 average daily inmate population of 1,165 and a total bed capacity of 1,050. Older Augusta material says the facility opened in 1997 as a pod-style jail originally built with 552 beds to relieve crowding at the Richmond County Jail. That older number is useful history, but it is not the current capacity anchor.
The official jail division page shown in the successful manifest capture is the best source for the current Webster campus population language and expansion note.
The same source is why the page separates Webster's current inmate population from older Richmond County Jail references at Walton Way.
Charles B. Webster Inmate Population
Charles B. Webster Detention Center is the Richmond County facility with the clearest official county jail population numbers. RCSO reported the FY2024 average daily inmate population as 1,165 against 1,050 total beds. The Georgia Sheriffs' Association jail report adds a separate May 2026 Richmond County jail snapshot of 1,378 inmates against 1,066 reported capacity, or 129.3 percent of capacity. Those figures do not use the same reporting date or source, so they should not be merged into one number.
| Measure | Figure | Source Context |
|---|---|---|
| Average daily population | 1,165 | RCSO Jail Division, FY2024 |
| Total bed capacity | 1,050 | RCSO Jail Division |
| Possible expansion | 300 beds | RCSO planning language |

Lookup Charles B. Webster Inmates
Current Richmond County jail bookings are searched through the RCSO Inmate Inquiry disclaimer page, which links to the official Augusta-hosted inquiry application. The county roster is the correct first stop for Webster inmates because it covers county jail custody and recent bookings, not sentenced state-prison placement. If the roster returns a service error or a person was just arrested, call the Booking Desk or jail information line at 706-821-1110.
- Open the RCSO Inmate Inquiry page and accept the local disclaimer before entering the search application.
- Search by last name or first name. The public form does not require a booking number.
- Review the active booking list for last name, first name, race, sex, age, and arrest date.
- Open the detail record for booking number, full name, arrest date, charge rows, bond rows, and disposition fields.
- If the person was sentenced and transferred, search the GDC Offender Query instead of the county roster.
Note: A roster bond field does not prove release is available; holds and court orders may still block release.
Charles B. Webster Contact
The main contact route depends on the task. Use the Webster number for facility questions, the Booking Desk for release or custody status, and the Law Enforcement Center main office for broader Richmond County Sheriff's Office business. Visitors dealing with bond or court clothing should confirm the correct entrance before driving, because the research preserves a separate Walton Way role for intake, release, and court-clothing issues.

Charles B. Webster Visitation
RCSO visitation rules use video visitation for the detention center. The inmate starts the visitor-list process by submitting the visitor's full name, date of birth, and relationship. Visitors register through InmateSales or call customer service at 1-877-998-5678. The Visitor Center may take up to 72 business hours to approve or deny a registration, and the result is sent by email.
| Visit Item | Schedule or Rule | Notes |
|---|---|---|
| Video visitation | Monday-Friday, 9:00-11:30 a.m. and 12:30-4:00 p.m. | Scheduled the day before and up to one week ahead |
| Visit limit | One visit per week | Inmate workers use the same hours |
| Check-in | 15 minutes before scheduled time | Late arrival can shorten or cancel the visit |
| ID | Accepted picture ID required | Driver's license, passport, or military ID |
RCSO also publishes local screening rules that are easy to miss. Certain prior Richmond County arrests can block visiting for set periods, violent felony arrest history can bar visits, and a major or designee may grant exceptions. The video area allows only scheduled visitors. Cell phones, recording devices, smoking, food, drink, disruptive behavior, station switching, and leaving and reentering the visit area are prohibited.
Charles B. Webster Mail
Richmond County jail mail rules distinguish standard nonlegal mail from legal mail. Standard friends-and-family mail is routed through a TextBehind processing address in Kentucky even though the inmate is held in Augusta. Legal mail uses the Phinizy Road facility address. Phone and video account funding use Combined Public Communications and InmateSales, with deposits available online, through the app, by phone, or through blue kiosks in the jail lobby and visitation center.
| Service | Provider or Address |
|---|---|
| Standard nonlegal mail | Use the inmate's name and inmate ID number, then Richmond County Jail, GA, PO Box 76550, Highland Heights, KY 41076 |
| Legal mail | Use the inmate's name and inmate ID number, then Richmond County Jail, 1941 Phinizy Rd, Augusta, GA 30906 |
| Phone and video funding | InmateSales.com, InmateSales app, 702-829-3001, or blue kiosks |
| Current call rate | $0.16 per minute plus tax, with a 15-minute call listed as $2.40 plus tax |
All jail mail must include the inmate name and inmate ID, plus a return address. Nonlegal mail must be scannable, no larger than 8.5 by 11 inches, and no thicker than light card stock. RCSO lists many prohibited items, including cash, checks, stamps, blank envelopes, stickers, colored paper, glitter, threats, escape plans, gang-code content, and provocative material. Pictures are the only listed enclosure, with up to 10 photos per package.
Webster Booking and Bond
RCSO's research record connects booking, release, and bond across the Webster campus and the Walton Way jail operation. The practical path is arrest, transport to RCSO intake, booking, identity capture, property handling, medical or mental-health screening, classification, housing, court movement, or release processing. The roster record then shows the booking number, name, arrest date, race, sex, age, charge rows, bond rows, and disposition columns when available.
RCSO Bonding Guidelines list professional bonds, property bonds, cash bonds, online cash bonds, and transfer bonds. Property bonds must use Richmond County property owned for one year, with tax assessment paperwork in a sealed tax assessor envelope. Cash bonds require valid state ID and enough cash or cashier check, with no change. A $20 sheriff's bonding fee is collected with each property or cash bond signed under the cited Georgia sheriff fee statute.
About Charles B. Webster
The Webster campus is part of a larger Richmond County custody system. It is not the same as Richmond County Correctional Institution, which is a state-prison-style work camp, and it is not the same as Augusta Transitional Center, which is a GDC reentry facility. RCSO says the Jail Division provides medical, mental-health, and dental services, quality meals, family and attorney visits, classification, transportation, and processing. RCSO also reports accreditation history through CALEA, ACA/CAC, NCCHC, and National Sheriffs' Association Triple Crown status.
Capacity pressure is a major local context point. RCSO says expansion planning may add 300 beds and related kitchen, service, and storage space. Georgia Sheriffs' Association snapshots from 2024 through 2026 also show Richmond County jail population above reported capacity in the listed months. Those figures matter for searchers because a person may be processed at one point, housed at another, or moved after classification.
Transportation is another local detail tied to the Phinizy Road campus. RCSO's detention-center bus schedule names Augusta Public Transit's Red Line Lumpkin Road bus, Route 9, as serving hourly weekday stops at Charles Webster Detention Center. Visitors should still confirm current transit times and facility entry rules before leaving, especially when a visit, bond question, or release pickup depends on a narrow time window.
Note: Confirm custody, visit approval, and the correct entrance with RCSO before traveling to the detention center.
